For generations, climate leaders from around the world have combatted climate change through a vast array of research programs, technology investments, and policy initiatives. And since at least the early 1990s, carbon dioxide removal (CDR) has been recognized as a key requirement of our future climate efforts. How to scale CDR to climate relevant levels, however, has been a task largely left to the marketplace. This experiment has not worked, and today, there is general consensus that governments need to become more involved in CDR. But there is no mechanism for coorindating government collaboration at scale. There are a limited number of CDR groups that focus on technology and market development, or on policy integration for limited areas, but nothing writ large that enables governments–both national and subnational–to share best practices, seek common ground on policy solutions, and help develop the governance models and expertise needed for the future of CDR. This is where the Vancouver Process comes in. Growing from the work of CDRANet and their landmark Vancouver Declaration and Policy Framework, and managed by the Vancouver Secretariat, the Vancouver Process marks the first steps of permanent institution whose mission is to ensure that governments develop the capacity to effectively manage the future carbon dioxide removal.
