CDRANet

In late 2024, the Science Communication Institute began coordinating discussions between 250 high-level climate and CDR experts representing 200 organizations, 35 countries, and 20 stakeholder groups. This goal of this group—the Carbon Dioxide Removal Action Network (CDRANet)—was to develop the world’s first global, multistakeholder agreement on the future of atmospheric carbon dioxide removal (CDR).

CDRANet’s draft policy is now complete and ready for review. Provisionally titled the Athens Declaration, this policy is not intended to replace national strategies, but to facilitate a nimble “coalition of the willing” where climate leaders can begin working together now through soft-law channels to develop global financial and policy on-ramps for scaling CDR responsibly, equitably, and effectively. Waiting for treaty-based COP mechanisms to take hold could take many more years, and may still fall short of the urgency and scale this moment demands. We need the Athens Declaration now to help move quickly—and globally—in the right direction.

The focus of CDRANet’s work is currently shifting from policy design to implementation. To support this next phase, we are assembling the Athens Transition Coalition—a small group of 5–8 governments, 3–4 intergovernmental organizations, and a select number of policy and technical experts who will help define practical steps for collaboration, governance, and international support.
