AFEN (French Association for Negative Emissions) is an independent, multi‑stakeholder platform established in April 2024 to accelerate the responsible development of carbon dioxide removal (CDR) in France. It aims to position France as a leader in carbon removal by fostering a vigorous, innovative domestic CDR industry and enabling the country to reach carbon neutrality by 2050.

AFEN’s work focuses on:

Educating and engaging policymakers, public and private stakeholders to support CDR.

Structuring France’s emerging CDR sector through events, networking, shared learning, and research.

Advocating for conducive policies and public support to drive CDR deployment at scale.

Since its launch, AFEN has convened over 30 diverse members—from technology developers and investors to buyers and partners—and is led by a board chaired by Julie Gosalvez, supported by key figures including Karim Rahmani and Quentin Servais Laval.

In late 2024, AFEN held the “CDR France Days” in Paris to catalyze national strategy development for 2025. Their 2025 outlook emphasizes the urgency of building infrastructure, expanding stakeholder engagement, and contributing to global climate efforts. Additionally, AFEN collaborated on a major report outlining pathways for realizing France’s full CDR potential by mid‑century.
